Costs
In general, it is important to bear in mind the securing of funding for publications published in Open Access. The author is the funding party for publishing in this model and should seek funding from his/her scientific institution or from projects in which he/she participates. These tasks are partly supported by the Ministry of Science and Higher Education, but this will never cover the total demand.
ACP (Article Processing Charge)
This is a charge for publishing an article in the open access model charged to the author by the publisher. The amount of the article processing charge varies. The median (per OpenAPC dataset) is €2400 net for hybrid journals (published in the traditional model with some open access articles) and €1500 net for fully open access journals. The cost of publishing a book in the OA model is €1900.

The publisher does not anticipate retroactivation of articles; only articles accepted for publication after the launch of the programme will be eligible for the programme.
The corresponding author must be affiliated with the institution submitted for the licence (Poznan University of Technology is one of these institutions).
List of journals qualified for the programme
This is a national programme for scientific publications that has been running since 2010, under which the Ministry of Science and Higher Education funds open access for authors publishing in selected journals of the Springer publishing house. This project is managed by ICM.
The programme is intended for correspondence authors affiliated with Polish academic institutions enrolled in the Springer national licence (including the Poznan University of Technology).

Open access publishing programme in Elsevier journals
NOTE: The limit of articles has been reached.
The publisher does not anticipate retroactivation of articles, only articles accepted for publication after the launch of the programme will be eligible for the programme.
Articles submitted to journals from 2024 onwards are eligible for the programme, the list of journals covered by the programme remains limited which is linked to the reduced scope of journal access licenses.
The corresponding author must be affiliated with an institution submitted for the license (Poznan University of Technology is one of these institutions).

IEEE open access publishing programme
There are currently 8 articles available.
Titles of journals in the program and general information about OA in IEEE are available here:
OA publication approval:
- once an article has been accepted for publication on the IEEE platform, the author receives a link to the RightsLink system,
- in the RightsLink system, the author selects the license and payment method,
- in the payment process for the article the author chooses: ‘Seek Funding From Poznan University of Technology’,
- a Library employee approves the article submitted by the author (corresponding author must be a PP employee),
- after the library employee approves the submission, the author must accept a $0 invoice in the RightsLink system to complete the process.
The allocation of funding is determined on a first-come, first-served basis.

Emerald open access publishing programme
The programme has been relaunched with a limit of 3 articles available only to our university. Articles can be ‘opened’ retrospectively hence the publisher will contact authors of articles published in the traditional model.
The allocation of funding is determined by the order of submissions. The precondition is that the corresponding author must be an employee of Poznan University of Technology and submit the article using an e-mail address from the domain put.poznan.pl.
Article submission is made via the ScholarOne system, where the correct affiliation is indicated in the ‘primary affiliation’ field.
Note: If the limit is reached, the author will automatically be given two options to choose from:
- traditional publishing (Emerald Copyright), at no charge,
- Open Access publication at the author's expense
ACS open access publishing programme
The programme has been relaunched with a limit of 437 articles for 2025.
Poznan University of Technology, as a member of the American Chemical Society consortium, is among the universities that can benefit from free OA publishing in selected journals from this publisher (list of journals https://vls.icm.edu.pl/zasady/2025/ACS/ACS_2025_Publications_Summary.xlsx. The allocation of funding is decided on a first-come, first-served basis (the Manuscript Acceptance Date or Revised date is taken into account).
A precondition is that the corresponding author must be an employee of the Poznan University of Technology. At the stage of submitting the article for review, the affiliation should be selected in the online form from the available list, and it is recommended to provide an e-mail address from the university domain.
Once the article has been accepted by completing the Journal Publishing Agreement (JPA), a free open access publishing option should be available.

Taylor & Francis open access publishing programme
NOTE: The limit of articles has been reached.
The T&F programme is planned to resume in the first quarter of 2025, subject to funding from the Ministry of Science and Higher Education for 2025 and a new contract with the publisher. The projected limit of articles is 137
The Taylor & Francis open access publishing programme under the Taylor & Francis Consortium Licence is for correspondence authors affiliated with the university. It covers all hybrid journals in the publisher's portfolio, known as ‘Open Select’(the licence excludes Routledge and Dove Press)

MDPI Institutional Membership Program
We are pleased to announce that the Poznan University of Technology Library has joined the MDPI Institutional Membership Program project. MDPI (Multidisciplinary Digital Publishing Institute) is a Swiss Open Access database in which articles can be published for a fee or free of charge - depending on the type of journal selected. Articles presented in the database are reviewed by a team of experts. If the library joins the project, all our employees will benefit from a 10% discount for publishing an article in the MDPI database.
To add your article to the database, please:
- register and set up your account (Register tab at the top right of the page)
- log into your account
- from the Submissions Menu select Submit Manuscript and add your article
In order to obtain a discount for the publication of the article, please:
- after adding the article to the database choose the Display Submitted Manuscripts option
- choose Poznan University of Technology from the presented list of institutions (screenshot)
Free Open Access publishing
Journals
The Directory of Open Access Journals indexes virtually all major open access journals, including many published completely free of charge (usually university journals). Although the database does not evaluate the content of the journals, it indexes them thematically and formal and technical criteria are checked (a DOAJ Seal is awarded to the best titles).
Journals that require an APC fee are also clearly marked. These features allow you to find a reliable open access journal where an APC fee is not required - I encourage you to use the search instructions for such journal titles.
Repositories
Another free and recommended solution - in addition to open access scientific journals - is to publish in scientific repositories. These can be institutional, national or disciplinary repositories.
Below are some free and recognized repositories (run by credible institutions) that are popular with researchers:
Reputable repository dedicated to fields such as physics, mathematics, computer science, electrical engineering, statistics or economics. The repository is run by Cornell University but is accessible to anyone. It has been in operation for many years in the scientific community.
A repository funded and organized by CERN and the European Commission. It also allows research data to be deposited. In addition, all publications receive a DOI number free of charge.
CEON - Repository of the Centre for Open Science
A nationwide repository run by the ICM and the Centre for Open Science has been established for the national scientific community. It meets all the criteria for the Open Access formula.
